How to Fix a "Permanently" Network-Locked Atrix Phone

One unfortunate feature of the Motorola Atrix is that if you try to unlock it with an invalid network unlock code more than ten times, it will permanently lock up. After this point, no matter which SIM card you insert (even the one from your own carrier), you will be given a dialogue to enter your network unlock code. However, even if you enter the correct unlock code at this point, it will not work.
On top of this, calling AT&T customer support and/or going into their store won't get this problem solved (trust me, I tried it ;-)...

Your Atrix is now is useless... or is it?
There is actually a solution that I was finally able to find. It will involve some hacking, so follow this guide at your own risk. For reference, I used these steps to fix my AT&T Atrix using a Windows XP system (side note: the XP was actually installed on a VirtualBox instance).

This guide also works for Atrix 2, but nobody has reported it working for the Atrix HD.

1. Download and install RSDLite 5.0.
2. Download Retail Brazil Radio.sbf. This file will work regardless of where you bought your phone.
3. Turn off your Atrix and remove the SIM card and MicroSD card.
4. While pressing the volume up key, reboot your atrix. If you are using the Atrix HD, you may need to hold both the volume up and volume down keys.
5. The phone will display "Starting RSD protocol support" (and "Unlocked" if you have unlocked your bootloader, which is not necessary for this guide).
6. Connect the USB cable from your Atrix into your computer.
7. Open up RSDLite on your computer. Your phone should be recognized as "NS Flash Olympus" or "SE Flash Olympus". If not, try searching online for a newer version of RSDLite and try again.
8. Press "..." next to the "Filename:" box and select your "Retail Brazil Radio.sbf."
9. Press the "Start" button and cross your fingers. This will take a few minutes and your phone will reboot in the process. If this process fails, please read through the comments below as some users have found workarounds.
10. Once this is done, you may be asked to log in to Motorola Blur.
11. Bypass this log in by:
  1. Holding down the menu button (bottom left button on your phone), which will bring up the virtual keyboard
  2. Press the keys ?123, ALT, ABC, e, ?123, ALT, ABC, e
  3. Then, type "bluroff" (with no quotes)
12. Put your phone into airplane mode by holding down the power key and selecting airplane mode.
13. Now, shut off your Atrix and insert your original carrier-provided SIM card (my AT&T SIM card in my situation).
14. Disable airplane mode.
15. Congratulations! Your Atrix should work again!
16. If you know you have the correct network unlock code (either by calling your carrier directly or by having purchased it online), let's quickly unlock your phone permanently.
17. Open up the dialing pad and type "#073887*", which should open up a "SIM network unlock PIN" prompt. If this does not work, turn off your Atrix, insert a non-accepted SIM card (i.e. from another carrier), and reboot.
18. Enter your network unlock code.
19. Congratulations again! Your Atrix should now be permanently network-unlocked!
20. Now that your Atrix is unlocked, don't you wish you could select your network operator manually (disabled by default on Atrix)? If so, see the other guide I wrote exactly on this topic.
21. [Extra step] If you want to restore the original AT&T radio, see this comment. Note that this is not necessary and requires a lot of extra work.


If you run into any issues, try searching for a solution (either in the numerous comments below or online) before posting a comment.

I got my unlock code from at&t by the way. It would be greatly appreciated if you could help me tackle this issue.

  2. From what I researched online about that message (http://forum.xda-developers.com/showthread.php?t=1534062), it does seem like your phone is permanently network locked. Following this guide from step 1 should solve the problem.

    How far did you get through the guide? Did you get this message at step 17?

    1. Hmm, did you buy your phone less than 6 months ago?

      Try taking out your SIM card and restarting the phone. Try toggling airplane mode on/off. Try a non-AT&T SIM.
      If none of this works, try unlocking your bootloader, like I did before writing this guide. Although I said it was not necessary to unlock it in the guide, it may actually be necessary!

  3. I tried that and it lets me type in the code but goes to the message again. When i leave it on that screen for about 5 minutes it prompts me to type in the code again.

  4. Hmm, I am not sure what to suggest to you now. You can try posting on a forum and see what other users think. I would link them to this guide because it seems like not many people have been able to resolve this problem. If you decide to do so, please provide a link to the forum.

    Could you post any other background information about your phone/service?
    I'll post back if I think of anything else to try. Just to let you know, my phone was also rooted, so that may also be necessary.

    Thanks for providing the instruction to overcome the permanently locked atrix. (I have atrix 1)
    I am able to use orginal sim (AT&T) but cant able to use other network sim. Able to get reach till step 18 but it give the message "phone network subsidy is locked..." same as others.
    Could any one has suggestions on this.

    1. Do you mean your phone works with AT&T SIM cards? Did you at least manage to get it to not be permanently locked anymore?

      Regarding this message, hmm... that's strange.

      What firmware version is your Atrix? It might be possible that the Atrix system firmware needs to be the old version (4.5.91). This is what I was using when I did this guide.

      There must be something different in your setup than mine. It could be possible your unlock code is not correct.

    4. I am pretty sure that my code is correct. (i asked couple of times from at&t).
      When I flash with bell sbf then only it works for at&t sim. When I use at&t sbf then it doesnt work for any sim.
      I contacted to at&t again .. now they refuse to give me code and mentioned that your atrix is locked to at&t till august 2012.. then after you can unlock the device with given code... Its strange, as last time they provided code...now they are refusing....
      I am thinking to change rom ...whats your call on this?

    5. Did you buy your phone new less than 6 months ago? I recall that AT&T's policy was not to hand out unlock codes until 6 months have passed. It may be possible that your phone is hard-locked until 6 months have passed, probably in August (I think the AT&T network has to validate your unlock request).

      Regarding flashing the ROM, I am not sure what to say, just because I don't have much experience with Android hacking. However, I think the experts at xda-developers can probably give you a better opinion on this.

      Either way, I am glad that this guide at least partially worked for you! If you did buy the phone less than 6 months ago, let me know and I'll update the guide to note this restriction.

  6. Thanks for making this guide! What a headache this has all been. So I followed your instructions, but reached Step 12 and my phone did not give me the option to switch into airplane mode. I proceeded with all of the rest of the steps, but was unable to unlock successfully. Any ideas?

    1. Hmm... that's strange. What exactly happens when you try to hold the power button down? Can you enable airplane mode in settings->wireless&networks?

  7. I went through the steps and my phone did not boot up at all! It is stuck at the "rethink possible" screen. What can I do from here. RSD lite says please manually restart the handset. there is no way to restart it other than to pull the battery. And even then it is stuck at the same screen. help please.

      In my experience, the Brazil radio did not cause any problems. It worked exactly as the AT&T radio had worked.

      However, another user mentioned that he was able to update from 4.5.91 to the latest official Atrix version without any problems.
      Could you try the update process and post back how it works out with your phone?

      I can't do this myself because I have hacked my phone too much >.<

Hi there, I have the same problem the permanently locked phone after too maby attempts, I tried to follow your tutorial but the rsdlite sends and error that says that the phone could'nt renumerate, Can I use another sbf file??? or the trick works just with this one, I'm from Mexico and the network company is Telcel.

    1. Oh, so you bought your Atrix in Brazil?
      In that case it makes sense that this hack won't work because it relies entirely on the Brazil radio.

      You could try to:
      1. Flash a bell radio
      2. Try this guide again from step 1

      This might solve your problem.
      However, I have never flashed a bell radio before, so be very careful is it is possible this could mess up your phone (but your phone is already messed up, so I guess it's worth the shot).

    3. Hmm... I don't know what to suggest from here. The whole guide relied on that particular Brazil radio, so it just might not work for Brazil Atrix.

      You might want to see if you can exchange your Atrix by contacting Motorola or the shop you bought it from. This is clearly a Motorola bug, so they should honor your request.

    2. I dont think that worked either ;\ I want to reflash back to my old ATT radio which is more stable and faster and when i do flash it back to it the phone locks up again so i flash back to your radio. Any help is appreciated and thank you very much for the guide. I wouldve had a 500$ brick

    3. Flashing back to the old AT&T radio is a bit of a hassle.
      1. You need to install CWM Recovery on your phone
      2. You need to download a .zip radio.
      3. You need to use CWM Recovery to install the .zip file

      There is a lot more to this process, but these steps will get you started.

    I went forward, used RSDLite 5.7, latest one. And flashed the Brazil sbf file. It processed successfully. Once i entered purchased unlock code it showing "phone network subsidy is locked". No idea how to proceed further. Read some forums saying it indicates that permanently locked phone.

    As i reported earlier, when i connect RSD lite My Atrix was detected as "SE Flash Olympus". Once bootloader is unlocked then its showing "NS Flash Olympus." So it seems to be how RSD Lite recognizes locked & unlocked bootloaders.

    Got the carrier unlock code from AT&T.

    After unlocking the bootloader and flashing Brazil radio also not unlocking the carrier. I am left with no options i guess :(.

  30. Thank you for this guide! Is there a way to bypass step 13? I don't have the original SIM card, unfortunately I don't even have an idea to which network is the phone locked to. It was brought to us by our clients for testing only purposes and it was one of many devices and I doubt that there is anyone who knows anything about the network or the card :(

    1. I am not sure how to determine the original network (try searching online), but try to use SIM cards from any of the major networks. Step 13 is only to verify the phone works again.

      If you need to restore the phone to the original state for your customer, I would recommend trying to flash back the original stock AT&T radio WITHOUT hacking the phone. I do not know how to do this, but you can post at xda-developers.
      Also, if you don't mind hacking the phone, check out this post.

      Motorola's official update may actually do the trick. Do verify step 13 first though.

    My name is Juan Miguel, and I moved to Spain last week from the Caribbean with my unlocked Atrix (original from ATT). Sadly, when signing a contract with a spanish carrier (VODAFONE) I failed a lot of times while validating with Motoblur.

    I've had a horrible week trying to fix this, and believe me, I had a really bad time! I depend completely on my phone!

    Thanks to your guide, now my phone is working with Vodafone and I can live in peace.

    All I wanted to say is THANK YOU!, this guide saved me from a really bad situation and from losing a lot of money buying a new spanish smartphone. THERE ARE NO MORE GUIDES THAT I KNOW OF ON THE WEB TO FIX THIS ISSUE.

  32. 11. Bypass this log in by "bringing up the virtual keyboard by holding the "Menu" key at the language selection screen of the Motorblur account setup, pressing the "?123" key followed by ALT then "e" two times in a row, and finally typing "bluroff" (without the quotations)"

    When you press the ?123 and ALT you have a menu that contains special characters ie currency characters like for British pound how do you get to the "e" do you mean the character that looks like an "e" apologies in advance for a stupid question

  33. Tried this but it didn't work for me. I've tried other radios as well, but via Android Recovery instead of RSD to no avail. One change I have to make though is that I log in into MotoBLUR because the steps provided don't work in skipping the login. Not sure if this is enough to throw off the whole process.

    I'm working off a rooted phone with unlocked bootloader.

      If I understand correctly, your phone works, but only with AT&T.
      I believe that network unlocking requires being connected to the AT&T network because their network needs to provide the code to unlock your phone.

    1. I have not heard of a custom rom causing this, but probably yes. It could be that your rom does not give you access to the native dialing pad.

      Try to turn off your Atrix and insert a non-accepted SIM card (i.e. from another carrier). This should give you the network unlock screen.

      If this doesn't work, try posting in a forum that has users familiar with your custom rom or uninstall your custom rom.

      Note that I am using Dorian's RedPill 2.3.4 and #073887* works.

    Lot of success stories w.r.t Atrix. I have Atrix HD MB886 and it is hardlocked after max attempts to unlock were exhausted. Too bad i have relied on a local store.
    Contacted motorola friends "max number of retry's...this is set at the chip level. reflashing will not help".
    Do you know if the steps you have work for Atrix HD MB886?
    Is there a different baseband (.sbf) recommended for Atrix HD?

    1. This guide works with the Atrix 2, but I have not heard of anyone using this guide with the Atrix HD. But, my gut feeling is that it will work with the HD as well.

      AT&T support was not able to help me either despite the amount of time I spent with them, so I would not take Motorola's word too seriously.

      In your case, you can either contact Motorola to see if you can have your phone replaced under warranty or take the gamble of voiding your warranty by following this guide.

      I am not sure about if you would need another .sbf for the HD, but you could try searching for an Atrix HD Brazil .sbf if this one doesn't work.

      If you do decide to try this guide with the HD, please post back your results!

    1. Do you mean that you are getting "SIM not provisioned MM #2"? If so, the unlock code should work if it is correct.
      If you are sure it is correct, try either using no SIM card or another SIM card. Otherwise, the only thing I can suggest is contacting whoever gave you that unlock code.

  41. Hello Amil! My Atrix got stuck after step 9. And it said in RSD lite that the re-enumeration failed. And now the screen is blocked and it says sec_exception: febe, 35, 35. Had to remove the battery to turn it off.

    I had purchased my phone Moto Razr XT910 2.3.6 from Telcel Mexico, which is a locked version. I am now using it in India, but It wont allow me to do.

    1. I'm not sure what to suggest, as you aren't working with an Atrix. Your best bet would be to search for this message online and post in a forum if you can't resolve it on your own. Contacting Telcel may be another option.

  46. For those having problems flashing with RSDLite, I've made a guide for an alternate solution (http://forum.xda-developers.com/showpost.php?p=36262961&postcount=57). It's more complicated, requiring you unlock and install CWM, but it worked for me (T-mobile UK locked Atrix 4G)!

    Many thanks for the post, really nice instruction set! I got an Atrix 4G phone from craigslist which works on ATT. I got a network unlock code from ATT however upon inserting a T-Mobile SIM and entering the code, I get a message "Network Unlock Request Unsuccessful". So I presume that even though the phone works on ATT its origins were with a different carrier. So my questions are: (a) can this phone be unlocked at all? (b) I am unable to get the SIM network unlock prompt with #073887*? (c) What should I type to check if the phone is unlocked already (which it is likely not because a non-ATT SIM still comes up with "SIM network unlock PIN"). Your thoughts most appreciated.

    1. Hi Curious,

      Regarding #073887* not working, this could happen if you are using a custom rom. Somebody else above who was using a custom rom reported the same issue. Also, it could be the case that the T-Mobile SIM you are using is not valid; try using one from a friend with active T-Mobile service.

      It's good that you can use the phone with AT&T, but if you really need T-Mobile, you could try to run through this guide entirely and see if that fixes it.

      Anyhow, I still am not sure what tell you. I would recommend searching for similar situations on the internet or posting on the active xda-developers forum where other Atrix users may have ideas.

    1. Never mind! The problem was that the computer didn't have the correct driver for the phone, so it was being recognized by the program. SO - I downloaded Motorola device manager and installed the driver, then tried the whole sequence again - it worked!! :D

    1. Hmm... other users have mentioned this in the comments, and the only thing I can think of is that your unlock code is wrong. You can try calling AT&T directly to get the correct code.
      Anyhow, it sounds like you can use your phone again with your carrier. Glad this guide could help you out!

    1. A few users with custom roms reported issues (see the comments on this page) and I have not heard of anybody reporting success while using a custom rom. So, you will probably need to be on the stock rom.
      However, if you can get it working on a custom rom, please reply back with the details.

    1. I don't think this guide works for the Atrix HD based on the other users who have commented. I think the reason may be that the Retail Brazil Radio.sbf is not compatible with the Atrix HD. You could try searching online for SBFs for the Atrix HD and see if they can be used in place of Retail Brazil Radio.sbf.
      If you can get it working, please comment back with steps.

    3. I don't have enough details to understand your situation. For this guide, you need to download the Retail Brazil Radio sbf in step 2 of the guide. Even if you are located in the US, it is okay to use this sbf. There is no other sbf available that I know will work.

      If you have the Atrix HD, this SBF probably won't work for you.

I found this guide first but for some reason it was not working for me the RSD Process(rsd would not show my phone), I rooted and bootloader unlocked my phone and after unsuccessful attempts to flash radios using CWM, I came back here. Now RSD recognized my phone and after flashing that BRASIL SBF FILE, I could enter the code provided by AT&T and phone is working in ECUADOR MOVISTAR. Thank you so much Amil.

    1. Cool! What did you have to do to get it to work?

      Regarding the overheating, I had the same issue. Some app was running constantly and draining my battery as well. To fix, go to Settings>Battery and data manager>Battery Usage and force stop that application.
      For me, phone idle takes 63% and display takes 16% battery.

      As i had also put the network unlock code incorrectly many times on Atix HD and it was subsidy locked but after reading your message i also installed the rom and was promoted to put the unlock code.
      i had got the unlock code from At&t.But after putting in the correct code it still is says network unlocking unsuccessful.

      Are you sure you held the volume up button and not the volume down button while booting up?
      Are you using the Atrix 4G? If not, you may need to use a newer version of RSDLite.
